Proposition 10 was designed to repeal a 1995 law known as the Costa-Hawkins Rental Housing Act, which limits county and city governments’ ability to slow rent hikes. Since Prop 10 failed to pass in 2018, San Diego rents have only continued to skyrocket. These three bills could help curb rapidly increasing rents and minimize the displacement that hurts our communities:
- AB 36: Costa Hawkins Reform and Rent Control Expansion – This bill, though currently stalled, would allow more renters to be protected from corporate landlords while still exempting small landlords.
- AB 1482: Anti Rent Gouging Bill – This bill would place a cap on how much landlords can raise the rent each year across the entire state.
- AB 1481: Just Cause Eviction Protections – This bill would require landlords to have a just cause for evicting a tenant.
